I am enclosing two copies of the draft Ordinance prepared initially by Coleman and subsequently redrafted by Hazlerigg to implement the recommendations of the Owen Report. The sole object of this draft Ordinance is to reproduce in writing and in legal form the Owen suggestions in regard to the port. It is no more than a sighting shot.
P.P.S. One of the opponents of the Port Trust idea in Hong Kong in 1941 was H. R. Butters, the Financial Secretary. You may consider it well worth while to get into touch with him in England to discuss the Port Trust. I do not know upon what grounds he based his opposition but Butters usually had very strong grounds for anything he did.
